PWSC shall be autonomous public corporation wholly owned by the Palau National Government. It shall, among other things: a) take over complete control and operation of the existing National Government water and sewer systems within the Republic; b) meet the standards applying to the quality of water supplied by the PWSC, and the operation of the water and sewer systems under law; c) operate and manage such systems in accordance with acceptable commercial practices, treating all users and customers of such systems equally in accordance with this Act; d) prepare and institute plans for the feasibility, establishment, maintenance, and improvement of water and sewer systems in the Republic; e) establish five-year strategic operational and financial plans to guide the PWSC, the President, and the Olbiil Era Kelulau in water and sewer matters.
