Namely, it provides for licenses and approval by the Governor for water power projects; procedure on application for license; preliminary permits; provisions and conditions of licenses; waters impounded by dams constructed for power purposes impressed with a public interest; licenses and the protection of navigation; provisions for the revision and readjustment of rent in licenses; equitable rental for Niagara River water; reservation in the license, state control of rates and use and distribution of power; prosecution of project works; maintenance of project works; eminent domain; eminent domain and transmission lines; use of land occupied by a public highway; contracts extending beyond license period; restriction of a transfer of license; revocation of license; re-entry at expiration of the license period; renewal and extension of licenses; and prohibited diversions of waters.
