The licence shall be obtained from the Waste Water Management Authority, which may impose conditions attached to the licence as it deems appropriate. The licence holder shall analyze the composite sample of industrial effluent taken by him or her for the purpose of determining the level of pollutant specified in the Third Schedule. The permissible limit of pollutant to be discharged as industrial effluent into a waste water system shall be as specified in the Fourth Schedule. The licensee shall pay a penalty, as specified in the Fifth Schedule, for exceeding the permissible limit in respect of each pollutant.
