The Regulations, among other things, designate the Secretary of State as the competent authority for the United Kingdom for ensuring fulfilment of the obligations of Directive 2004/42/EC and create offences. They also transpose, in Schedule 3, the new analytical methods for determining VOC content contained in Directive 2010/79/EU on the adaptation to technical progress of Annex III to Directive 2004/42/EC.
