Part 1 concerns the self‑funded electricity service providers and rate riders (Artt. 2 – 4) and Part 2 regulates the self‑funded gas service providers and rate riders (Artt. 5 – 7) Art. 1 clarifies that a “self‑funded electricity service provider” and “self‑funded gas service provider” means an electricity and gas service provider that is participating in the Electric Utility Payment Deferral Program, and did not receive funding respectively under section 8 and 18 of the Utility Payment Deferral Program Act (SA 2020, c U-4). Under the Act, service providers are also rural electrification associations and rural gas utilities.
