Sujet Agriculture et développement rural Mot clé Renforcement des capacités Gestion communautaire Gouvernance Politique/planification Aire géographique Afrique, Afrique Orientale Résumé This Act is enacted to provide a legal framework that promotes equitable development across all Wards in the County to, ensure equitable sharing of resources within the County, promote the decentralization of functions and provision of services by the County Governments to the extent that it is efficient and practicable and provide a framework for the participation of the residents of each Ward in the identification of priority projects in the County in respect of which funds are allocated for. The Act entrenches the following guiding principles for all persons and entities: persons and entities shall perform their functions while promoting the social and economic development of all persons within the Ward; persons and entities shall recognize the need that persons residing in marginalized areas in the Wards should have access to facilities and services that are available to other residents; and persons and entities shall promote the national values and principles of governance. The Act provides essentially that the County Government shall ensure equitable development, and that this should be manifested in the identification and selection of projects. It provides for certain criteria to guide the selection of projects, the foremost criteria is that projects must be community based. Community projects are eligible for funding. Texte intégral Anglais
