UAE National Implementation Plan under the Stockholm Convention on Persistent Organic Pollutants (POPs).

Résumé

This National Implementation Plan is a nationwide sectoral document aiming at reducing the risks of persistent organic pollutants to protect the environment and public health from the danger of these pollutants at all stages, from production to transportation, and handling, and then safe disposal in addition to the use of safer alternatives and access to environmentally clean technology. This requires the country to take more measures to implement regulatory obligations and phase out persistent organic pollutants, including (i) development, validation, and study of the use of POPs and verification of legal compliance; (ii) plan and conduct surveys to control the presence or absence of existing POPs bans and restrictions; (iii) conduct control over the prohibited uses of POPs, and practices necessary for their safe disposal by users; (iv) coordination with various research projects related to primary and new persistent organic pollutant issues. The NIP includes measures to reduce the risks from exposure to hazardous chemicals, as well as the need for cooperation with other government agencies, in addition to the industrial sector, the scientific and environmental communities. The identified priorities are (i) developing legislation related to the management of persistent organic pollutants, banned and restricted pesticides, economic and service activities that may release dioxins and furans; (ii) developing the infrastructure to manage persistent organic pollutants; (iii) coordinating with universities and research sectors to carry out scientific studies related to the alternatives to POPs, rehabilitation of contaminated areas, and inventory of dioxin and furan releases; (iv) management of POPs based on the application of best environmental practices and best technologies available in facilities; and (v) conducting training programs on illegal trade, in addition to courses on best environmental practices and best available technologies.
