Résumé This Act provides for a transition mechanism in order to achieve devolving of government functions in Kenya. For this purpose it establishes a Transition Authority. The objectives of the Act include: (a) to provide a legal and institutional framework for a coordinated transition to the devolved system of government while ensuring continued delivery of services to citizens; (b) to provide, pursuant to section 15 of the Sixth Schedule to the Constitution, for the transfer of powers and functions to the national and county governments; (c) to provide mechanisms to ensure that the Commission for the Implementation of the Constitution performs its role in monitoring and overseeing the effective implementation of the devolved system of government effectively.
