It establishes a system that is conducive for the promotion of competitive market. The Proclamation shall not apply to: basic utilities (including water supply); and basic goods and services subject to price regulation by the Government. It, among other things: prohibits certain unfair market practices; provides rules for mergers; defines rights of consumers; provides rules for the labelling of goods; establishes the Trade Practice and Consumers Protection Authority and defines functions and powers of the Authority and those of its Director General; empowers the Regional states to establish organs that adjudicate on matters of consumer rights protections as indicated in this Proclamation; and provide for control on the distribution of (basic) goods and services.
