The Board shall to control and regulate the marketing of tobacco, promote, protect and maintain the sale of tobacco and carry out other functions specified in section 16. The Board shall keep in a form approved by the Minister an annual register of all growers and may keep separate registers for different classes of growers (sect. 24). Only growers who are registered to grow a specific type of tobacco shall sell that type of tobacco (sect. 28). No person shall carry on the business of a grader unless he has been licensed as a grader by the Board (sect. 33).
