According to the present Law expropriation is only authorized if it serves for the well-being of the community, and in particular: 1) to carry out projects for which other Laws expressly authorize expropriation; 2) to carry out other projects which serve: i) the well-being of the community; ii) schools or universities or other cultural institutions, science or research; iii) the public water supply or long-distance heating; iv) the public waste or waste water disposal; v) the protection of soil, water, air, climate or landscape; vi) the sanitation of polluted soil and water; vii) pipelines to transport raw materials or products in huge amounts or dangerous to the environment; viii) the maintenance of public order.
