The document designates the States of Guernsey (Committee for the Environment & Infrastructure) as the Management Authority for the Bailiwick of Guernsey for the purposes of the Convention. The document also empowers the Committee to designate Scientific Authorities for the Bailiwick of Guernsey and specifies their functions and responsibilities. Under the Ordinance the import, export, re-export or introduction from the sea of specimens of species listed in Annexes A to D of the Convention, except under certain conditions and with valid permits, certificates or notifications is prohibited. The document also sets out the offences and penalties for contraventions of the regulations. Specific requirements for accepting permits or certificates issued by countries that are not Party to the Convention are also specified; restrictions are imposed on trade in Annex A specimens with countries not Party to the Convention. Part V describes the procedures and conditions for applying, issuing, varying, suspending or revoking permits, certificates or registration under this Ordinance. It also explains the powers of the Committee to request further information, inspect premises, and impose regulations relating to permits, certificates and other documents. Part VII and VIII are respectively registration and enforcement. The Ordinance continues under Part IX with grounds and process for appealing against a decision of the Committee in relation to a permit, certificate or registration. It also specifies the role and powers of the Court in hearing and determining such appeals. Part X defines the offences and penalties for making false, deceptive or misleading statements, obstructing or failing to comply with an Authorized Person or a police officer, or possessing or trading specimens unlawfully.
