These Technical Standards enter into force on the date of their official publication.
Résumé

Forests, land subject to afforestation, land of forest-cultural, industrial or forestry purposes, ponds, riverbeds, as well unproductive lands covered by forest management, in accordance with the current legislation form the national forest fund, regardless of the type of property and ownership. Forest areas covered with forest vegetation, of an area of more than 0.25 hectares, which are part of the national forest fund shall be classified as forests. Depending on the type of property, the national forest fund consists of forest fund, which is in the public domain (public property of the state and public property of administrative-territorial units), and of the forest fund privately owned (physical and legal persons) and is a national domain. Land of the forest fund, which is used for other purposes and does not belong to the given owner of the forest fund, are reflected in the materials of forest management as special forest areas if it is not located nearby public roads. In accordance with the main functions, forests shall be classified as the first category - forests, performing exclusively the functions of environmental protection. According to the functions performed, the forests of the first category are divided into the following subgroups of forest protection: (a) forests with water protection functions; (b) forests with soil protection functions; (c) forests with protection functions against unfavorable climatic and industrial factors; (d) forests with recreational functions; and (e) forests of scientific importance and on preservation of the forest gene pool and ecological fund. Central executive body in the sphere of forestry shall be responsible for management of the national forest fund. Forest inventory is a system of technical, economic and legal accounting through qualitative and quantitative assessment, detection and registration, as well as topographic image on maps and plans for real estate (land and buildings) on the territory of the forest fund. The organization of the forest inventory, which is a subsystem of the general cadastre, is the prerogative of the central forestry management body. Forest management is the basis of forest inventory. As a result of forest management is obtained the data and information required for the development of the corresponding cadastre, namely: (a) identification of the owner of the immovable property; (b) the area of the forest fund and the areas constituting the cadastral quarter; (c) category of use and category of land quality; (d) placement of forestry units within the territorial units of general cadastre; and (e) use of forest management plans and maps during compilation of cadastral plans and maps. The structure of plantations and forests, both normal and relevant to various intermediate stages, is determined by establishment forestry bases: mode, composition - purpose, method of felling, maturation (expressed the age of maturity in full-grown forest with an even distribution classes of age), turnover of cuttings. The regulation of the forest management process is carried out by way of establishment of rated wood cutting and development of plans for logging and forest cultivation. Collection of field data on sanitary condition in relation to information received in the framework of forest monitoring, as well as data on the sanitary condition of forests, obtained in the framework of forestry, is performed in compliance with the requirements of the forestry directory. Owners/managers of the forest fund must take the necessary measures related to forest management for periodic inspection of forest management practices in accordance with the current legislation.
