Résumé

This Law, of 26 Sections, makes provisions for the supervision on animal and animal products exportation in Israel. The Minister of agriculture has the power to include certain animal products as products for this law. Sections (2) and (3) regard the appointing of a Director of the Inspection Service and Inspectors for this law. Section (4) prohibits the exportation of animal products unless inspected and authorized by an inspector. Section (5) gives power to the inspector to revoke a granted authorization if changes have been made to the product in the way to lower its quality. Section (6) gives powers to the inspector to be present during all production phases and to give orders. Section (7) regards cases in which an inspector has powers to refuse the carrying out of an inspection on a product. Section (8) regards the appointing of an Appeals Committee related to this law. Sections (9) and (10) regard Appeals procedures. Section (11) gives powers to the Minister of Agriculture to appoint advising committees for this Law. Sections (12) and (13) regard the setting of Regulations to this Law. Sections (14) and (15) provide with Director and Inspector powers to be established by the Minister and tax rates for the services provided by this Law. Section (16) gives powers to the Minister of Agriculture to exempt from these regulations any shipment of animal products that, according to him, will not produce any quality reduction in the external markets. Section (17) obliges the minister to consult the related advising committee before setting regulation for any specific product. Sections (18) and (19) provide with exemptions from this regulation related to exportation of animal products to certain countries to be listed by the Minister of Agriculture. Sections (19) and (20) set responsibilities, offences and penalties. Sections (22) and (23) regard seizing powers and procedures related to the selling of seized products. Sections (23) to (26) give general information.
