No sugar manufacturer shall be required to accept any additional export quota or part thereof that may be allotted to him or her. The Act also determines that no sugar manufacturer shall manufacture and hold in stock at any time a quantity of sugar exceeding the quota allotted to the sugar manufacturer plus 25 percent of the quota.
