The Chapter: (1) establishes a continuing program for preventing contamination from, and improper storage of, hazardous substances stored underground; (2) establishes orderly procedures that will ensure that newly constructed underground storage tank meet appropriate standards; (3) establishes orderly procedures that will ensure that existing tanks be properly maintained, inspected, and tested so that the health, property, and resources of the people of Guam will be protected. “Hazardous substance’ is defined in section 3.
