In general, it shall be prohibited to discharge a polluting substance from a ship as provide for by the International Convention for the Prevention of Pollution from Ships (MARPOL). This rule shall also apply to foreign ships in territorial and inland waters of Aruba. The Ordinance also, among other things: requires ports to have certain port waste reception facilities; provides for certification of ships that fulfil MARPOL requirements; defines obligations of captains or masters of ships; and provides for enforcement and inspections.
