Specified purposes are declared to be public purposes for the purposes of this Ordinance and of section 8 of the Constitution. The Minister may acquire, on behalf of the Republic, any lands required for any public purpose, absolutely or for a term of years as he may think proper, paying such consideration or compensation as may be agreed upon or determined under the provisions of this Ordinance.
