The Act also requires the Bureau to establish and maintain a system to develop and publish Zambian National Standards in conformity with international norms and best practice and to develop and maintain a standard to provide for the process to be used to set or amend and approve a Zambian National Standard. The Zambian National Standard shall be approved by the Board and shall comply with the requirements of international and regional trade agreements to which Zambia is a party. A Zambian National Standard shall be published in the Official Gazette and may be incorporated in legislation. The Bureau may, with the approval of the Board, establish, maintain and provide inspection and testing services to the public and private sectors. The Minister may, on the recommendation of the Board, by statutory instrument— (a) establish product certification schemes to be administered by the Bureau; and (b) declare a mark to be a certification mark for the purposes of certifying conformity of a product with a declared standard. A person shall not claim or declare that a product or service conforms with a Zambian National Standard or other publication of the Bureau, unless the claim or declaration is true and accurate in all material aspects. A person aggrieved with the decision of the Bureau under this Act may appeal to the Minister and if that person is aggrieved with a decision of the Minister, he or she may appeal to the High Court.
