It also aims at preventing or minimizing damage to agrucltural production and the natural environment caused by flooding, improving soil quality in the area and develop the natural wetlands and the environment generally in the area. Under the Act, the South Eastern Water Conservation and Drainage Board is continued in existence and operation and its internal functioning further regulated. The Act provides for carrying out water management works (Part 3), requires landholders to contribute to the costs of works (sect. 39) and allows for the fencing of water management works and drainage reserves (sect. 40) and regulates private water management works.
