They, among other things: designate the Department of the Environment and the Health and Safety Executive for Northern Ireland as joint competent authorities for the purposes of the EU Regulation; provide for authorisation of facilities; provide for the notification of facilities to be included on the European List. They also ensure that facilities that are currently authorised to recycle ships will only be authorised to accept ships within the scope of the EU Regulation if their existing permit has been brought into line with their requirements.
