Résumé

This Regulation, of Five Chapters and 43 Sections, gives definitions and establishes conditions for the growing and selling of carnation propagation material in Israel. Chapter (A) gives definitions. Chapter (B); section (2) prohibits the growing or selling of propagation stocks of carnation unless according with these regulations. Section (3) sets classes for propagation stocks of carnation. Sections (4) to (7) deal with growing permit application procedures and authorizations. Section (8) obliges the authorized grower to inform the Seeds Supervision Service, within Ten days from seeding date, regarding any carnation planting. Section (8) regards the packing of propagation stock that must be packed in new containers, in new plastic bags and stored in cool storage places. Section (9) provides with container marking procedures. Sections (11) and (12) establish that propagation stock selling shall be operated only upon authorization from the Seed Inspection Service and each shipment shall be accompanied with a selling certificate. Chapter (B1); sections (12a) to (12o) deal with the growing of carnation nuclear plants. Growing period shall not exceed One year. A nursery must be composed of a closed atrium and a room/s. The atrium will contain the hygienic facilities, such as water, soap and shoe disinfection devices. Each plant shall be positioned in a separate growing container. Equipment used in the nursery shall disinfected after use. Health standards of plants in the nursery shall be as listed in section (12n). Chapter (C) regards the growing of foundation plants of carnation. Section (13) regards the approval of imported nuclear plants. Sections (14) to (20) regard growing limitations and procedures for foundation plants in foundation greenhouses. Section (21) provides with marking procedures. Sections (22) and (23) regard treatment and rouging to be done only upon approval of an inspector. Section (24) establishes that a flowering test shall be operated in the foundation greenhouse on a sample of each clone for varietal purity. Sections (25) and (26) set standards for foundation greenhouse plants and for cuttings for commercial purposes. Sections (27) and (28) set preventive measures and storage procedures. Chapter (D) regards the growing of cuttings and rooted cuttings of carnation. Section (29) lists requirements for a commercial nursery. Section (30) deals with disinfection treatments. Section (31) prohibits the planting of a commercial nursery and rooting benches unless with stocks approved according to these regulations. Section (32) regards the separation between varieties in the commercial nursery. Sections (33) to (36) deal with inspections, rouging of defects and tolerance for defects. Sections (37) and (38) set standards for cuttings for selling purposes and rooted cutting for selling purposes. Chapter (E); section (39) regards Appeal procedures. Section (40) sets authorization fees. Sections (41) to (43) give general information.
