For the purpose of advising the Government on the proper implementation of this Act the Government shall constitute a Board called the National Seed Board consisting of the members mentioned in sub-section (2). In particular, the Act specifies that no person shall do business as a seed dealer without a registration certificate. If any person wishes to do business as a seed dealer, he shall apply to the Board for registration in the prescribed manner and subject to payment of fees. After receiving the application, the Board shall, after examining the information mentioned in the application, issue a certificate of registration as a seed dealer to the applicant in the prescribed manner and period. No person shall import or export seeds of any class or variety unless the necessary criteria for the seed mentioned in section 10 are confirmed and the holder of that seed has a label or mark containing the correct information in accordance with the prescribed procedures.
