It states that the Chapter is intended as comprehensive and exclusive and occupies the whole field of regulation of seed in Florida. A local government or political subdivision of the state may not enact or enforce an ordinance that regulates seed, including the power to assess any penalties provided for violation of this Chapter. The text further provides for the registrations of seed dealers; label requirements for agricultural, vegetable, flower, tree, or shrub seeds; packing seed in hermetically sealed containers; exemptions from the provisions of the Chapter; duties, authority, and rules of the Department of Agriculture and Consumer Services of Florida; stop-sale, stop-use, removal, or hold orders; prohibitions imposed in the seed industry; penalties, and administrative fine for violating the provisions of the Chapter; prohibitions of mixed varieties of seed oats; use of disclaimer clause; complaint, investigation, hearings, findings, and recommendation prerequisite to legal action; seed investigation and conciliation council, composition, purpose, meetings, duties, expenses; and prohibited noxious weed seed.
