In particular, they lay down provisions relating to ecological reserves of seabirds. They contain at the outset a definition clause referring to certain terms therein employed, such as “commercial fishing”, “firearm”, “hunt”, “management plan”, “reserve”, “structure”, “wildlife”. Section 5 enables the Minister to issue a permit or other written authorization that allows certain activities to be carried on in a reserve, subject to the restrictions imposed by these Regulations and the Act. Section 11 establishes that commercial fishing and recreational fishing in accordance with other applicable legislation is permitted within the marine waters of a reserve; also angling in accordance with other applicable legislation is permitted. The text – consisting of 18 sections – deals, inter alia, with the following aspects: permits, research, educational activities, commercial and non-commercial enterprises, visitor access, fishing, property in reserve.
