To obtain the status of "allowed foreign fishing vessel" a foreign vessel must regularly moor in Suriname, its operator is required to have registered offices in Suriname and the operator must ensure that the catch is in larger part processed in Suriname (art. 4). Chapter II provides for the registration of fishing vessels. Chapter III makes provision for the grant of licences to all three categories of fishing vessels. The fee for the licence may differ for alien vessels or in accordance with the type of engine is used or what kind of fishing and for what fish will be allowed. Other rules by Government Decree may be established for fishing with vessels below a minimum tonnage (art. 24). The Government may also make regulations for the protection of stock of fish (art. 25). Chapter VI makes provision for the creation of an Advisory Council for Sea Fishery. The Council shall advise the Minister on matters regulated by this Act and other matters affecting sea fisheries.
