Section 4 deals with the licensing of fishing boats and grants powers to the Minister to provide, by Order, that: (a) fishing in any specified area within British fishery limits is prohibited unless authorized by a licence; and (b) fishing by British fishing boats, in any specified area outside those limits, is prohibited unless authorized.
