Résumé The present Code determines legal, economic and social conditions of ensuring sanitary and epidemiological well-being of the population, realization and protection of the right of citizens to favourable environment. Sanitary Code regulates the relations in the sphere of ensuring sanitary and epidemiological well-being, and also radiation safety of the population (art. 1). Sanitary and epidemiological well-being of the population is such a state of public health and environment as to exclude hazardous and dangerous impact upon human organism and environment and to ensure favourable conditions for the functioning thereof. Sanitary and epidemiological well-being of the population shall be ensured by the following arrangements: 1) rehabilitation of environment; 2) observance of sanitary and hygienic norms; 3) anti-radiation arrangements (art. 8). Every citizen has the right to favourable environment (art. 9). Citizens have the right of access to reliable information on the state of environment and rate of radiation (art. 10). Enterprise, institutions, organizations and citizens must meet the following requirements: 1) medical and biological requirements, sanitary and hygienic procedures during the processing, transport, storage and trade of alimentary raw materials and foodstuffs; 2) to use food additives after testing and authorization issued by Chief State Sanitary Inspector (art. 24). Local administration, for the purpose of liquidation and prevention of pollution of the sources of water supply shall establish water protection zones (art. 25). State sanitary and epidemiological service shall carry out the following functions: 1) social and hygienic monitoring of environmental impact upon the state of public health; 2) sanitary protection of the national territory against the introduction and spreading of quarantine disease and import of injurious foodstuffs (art. 34).
