More specifically, it provides for guaranteed analysis and statement of the minimum percentage of claimed plant nutrients; labelling of commercial fertilizer; licensing of distributors of commercial fertilizer; inspection, sampling, analysis for enforcement of the Article; misbranded or adulterated fertilizer; the licensee reporting requirements and fees; rules and regulations; stop sale orders to enforce the Article; ammonium nitrate security; and retail sale of non-farm fertilizers.
