The Guam Environmental Protection Agency shall be the principal administrative body for purposes of this Act (sect. 4). The Agency shall promulgate and enforce primary drinking water regulations and may promulgate and enforce secondary drinking water regulations. The extent of such Regulations is defined in section 5. Section 6 concerns some procedures of review the public water system as defined in section 2. The Agency may, upon learning that a contaminant is present in or is likely to enter a public water system and may present an imminent and substantial danger to the public, take actions necessary to protect the health of the public. The Agency shall also develop a plan for the provision of safe drinking water under emergency circumstances (sects. 11 and 12). Section 13 prohibits some acts relating to water supply.
