It states that conservation of the state's water resources is a state function, and the public interest, welfare, convenience, and necessity require the creation of water user districts and the construction of systems of works, in the manner provided, for the conservation, storage, distribution, and use of water. The construction of systems of works by districts, as provided, is hereby declared to be in all respects for the welfare and benefit of the people of Minnesota. The Chapter provides for the organization of water user district; lands included; organizing a district within territorial boundaries of another district; election of directors; adding territory; and finances, property, dissolution.
