Résumé These Rules are formulated to strengthen the control on the work of origin of export commodities and to promote the development of foreign economic relations and trade. The People's Republic of China Export Commodity Origin Certificate shall be a certificate testifying that the People's Republic of China is the origin of the export commodity. The Rules establish the authorities at the central and local level that are in charge of foreign economic relations and responsible for the supervision and control of the origin of export commodities conducted throughout China. Said authorities shall also be in charge of issuing the Certificate of Origin. An export commodity under application for a Certificate of Origin must comply with the origin standards set out in article 6. Article 9 states the cases in which the State competent department in charge of foreign economic relations and trade may, on its own or according to the proposals of the competent local departments, circulate a notice of criticism, suspend or even disqualify an enterprise from applying for a Certificate of Origin.
