A water supply enterprise shall choose the least damage-inducing locations and invasive approaches to the use of public or private land. Any resulting damage shall be compensated to the extent of loss. The Rules provide for the procedures and requirements to be flollowed when disputes arise regarding the issues of locations, approaches, and compensation.
