Article 2 regulates the scope of the new varieties of forest plants that shall include those of forest trees, bamboo, xyloid vine, etc. The State Forestry Administration is entitled as the authority responsible for the examiningg and approving rights in new variety of forest plants, and shall deal with other related matters. The Rules provides the criteria and conditions for the granting of the variety rights, the procedures of receiving, examining and approving the applications, as well as the procedures of terminating the variety rights. Also provide the regulations of filing, service and time limit of the documents. Further articles concern the fees and gazette.
