The main functions and powers of the Authority are (i) implementing policies and programmes; (ii) planning and co-ordinating activities; (iii) providing technical and financial assistance; (iv) engaging in trading and marketing; (v) establishing corporations and companies; (vi) enforcing regulations. The Act also empowers the Authority to prescribe schemes for the replanting, new planting or planting of other crops by smallholders and estate owners, and the Minister to direct the cessation or recovery of any assistance given under the schemes, if deemed necessary. The Act provides for the appointment of the members of the Authority, the tenure and revocation of office, the establishment of committees, the delegation of functions and powers, and the power of the Minister to give directions to the Authority.
