Résumé

This Act establishes that every citizen shall have the right to obtain information from the authorities and the concerned authorities shall be obliged to provide information to any citizen upon request. Every authority shall publish and publicize all the information related to any activity carried out or proposed to be readily available to the citizens. No authority shall withhold any information or curtail the availability thereof in connection with the disclosure and dissemination of information. Every authority shall publish a report every year which shall contain the following particulars, namely :- a) details of the authority's organizational structure, activities, responsibilities of officers and decision-making processes or procedures; b) the classification of information held by the authority including list of all rules, laws, ordinances, rules, regulations, notifications, instructions, manuals, etc.; c) Details of the terms and conditions under which a person may obtain a license, permit, grant, allocation, consent, approval or any other benefit from the Authority and the details of the terms and conditions of any transaction or contract with him due to such conditions. ; d) Details of the facilities provided to ensure citizens' right to information and the name, designation, address and, where applicable, fax number and e-mail address of the officer responsible. When the Authority makes any important policy or decision, it shall publish those policies and decisions and, if necessary, explain the rationale and reasons in support of those policies and decisions. The report prepared by the authority under this section shall be made available for public inspection free of charge and copies thereof shall be kept in stock for sale at a nominal price. All publications published by the authority shall be made available to the public at reasonable cost.
