Résumé

The rules and regulations for ensuring nuclear and radiation safety "General requirements for management systems of operating organizations in order to ensure nuclear and radiation safety" establish general technical requirements for the constituent elements, the procedure for functioning and improving the administrative systems of operating organizations (OO) in terms of ensuring nuclear and radiation safety at all stages of the life cycle of nuclear facilities (NF). Deviations from the requirements of these Rules are allowed for OOs operating at the time of entry into force of these Rules, if plans are developed to bring the administrative systems of such OOs in line with the requirements of these Rules. In order to implement the priority of nuclear and radiation safety, an administrative system must be introduced into the operating system, integrating all control elements in such a way that the processes and actions that ensure compliance with the NF safety requirements are established and carried out taking into account other requirements, including economic requirements, requirements for managers, personnel, labor protection, environmental protection, accounting and control of nuclear materials, physical protection, quality, so that these requirements and requests do not adversely affect the safety of nuclear facilities. The management system should provide for and ensure: (a) integration of all requirements for ensuring the functioning of the OO, including security requirements; (b) an integrated approach to meeting the requirements for the safety of nuclear facilities, the economic activity of the operating organization, labor protection, health and the environment, and physical protection; and (c) planning and implementation on a systematic basis of measures to ensure compliance with safety requirements, as well as control over the implementation of such requirements. The management system should ensure timely identification and integration of safety requirements into the activities of the OO.
