Résumé

This Regulation establishes the procedure the procedure for determining pest-free zones and territories with low pest amount and the program for the destruction of plant quarantine object and its liquidation. Harmful organism shall be intended any species or biotype of plant, animal or disease-causing agent harmful to plants or plant products. Designation of areas free of harmful organisms and areas with a low number of harmful organisms in the Republic of Uzbekistan, as well as recognition of these areas in foreign countries shall be the competence of the Agency of Plant Quarantine and Protection of the Republic of Uzbekistan. In the Republic of Uzbekistan, clean areas, in particular clean areas in production and less contaminated areas, are determined as a result of the following activities: (a) monitoring and control, including monitoring and demarcation of the territory for the purpose of identifying harmful organisms; (b) taking phytosanitary measures to prevent and warn of contamination by harmful organisms; and (c) performance of constant monitoring in the field of plant quarantine. In the process of conducting monitoring and control work, samples of identified plants and plant products in the inspected area and, if necessary, soil, are taken by the Agency's specialists for the purpose of conducting laboratory tests. If it is found that there are no harmful organisms in the selected samples, based on the results of inspections of plant quarantine laboratories and the positive conclusions of experts, the decision to designate the monitored area or a part of it as a clean area or a less infected area is taken by the Agency. If harmful organisms are found in the selected samples, measures will be taken to destroy them and eliminate the outbreak. The boundaries of clean areas are determined based on the absence of harmful organisms, and the boundaries of less contaminated areas are determined based on the biology of harmful organisms. Clean areas and low-infested areas are limited by the biological, administrative, and geographic boundaries of existing pests. In case of detection of a harmful organism in clean areas and less affected areas, the Agency shall make a decision to change or cancel their status. The decision on the need to destroy the plant quarantine object and introduce a program to eliminate its outbreak is made by the Plant Quarantine and Protection Agency of the Republic of Uzbekistan based on the biological and geographical characteristics of the plant quarantine object, the circumstances of its detection and climatic factors.
