Résumé

This Regulation establishes the procedure for monitoring and phytosanitary field control related to plant quarantine. Phytosanitary field controls hall be intended a process carried out in order to ensure the phytosanitary purity of plants and plant products, to determine the presence or absence of plant quarantine objects and other harmful organisms. The Plant Quarantine and Protection Agency maintains a unified system of identifying, monitoring, analyzing, evaluating and forecasting the spread of plant quarantine objects within the framework of monitoring and phytosanitary field control related to plant quarantine, and the competent state is responsible for its management. Plant quarantine state inspectors, within the framework of monitoring in the field of plant quarantine, have unimpeded access to the territory of legal entities and natural persons in order to determine the foci of plant quarantine objects, the ways of their entry into the national territory, the spread areas and the factors contributing to the impact on bio-ecological properties and has the right to carry out preliminary studies. Monitoring in the field of plant quarantine by the State Plant Quarantine Service in accordance with the legislation on plant quarantine shall be performed for the following purposes: (a) identification and assessment of factors contributing to the entry, distribution and bioecological properties of plant quarantine objects into the territory of the Republic of Uzbekistan; (b) determination of the routes of entry of plant quarantine objects into the territory of the Republic of Uzbekistan and their distribution areas and foci; (c) identification and analysis of phytosanitary risk; (d) assessment of plant quarantine species and forecasting their spread; (e) fight against plant quarantine species; and (f) prevention of harmful organisms from causing economic damage to plants.
