Résumé

Regulation on the Plant Quarantine and Protection Agency defines the procedure for organizing the operation of the Plant Quarantine and Protection Agency, the status, main tasks, functions, rights and responsibilities, activities and reporting of its constituent units, as well as the functional duties and obligations of its senior staff. The Agency is the authorized state body that implements unified state policy and control in the fields of plant quarantine, plant protection and agrochemistry. The Agency is subordinated to and reports to the Cabinet of Ministers of the Republic of Uzbekistan. The Agency performs the following tasks: (a) implements unified state policy and control in the fields of plant quarantine, plant protection and agrochemistry; (b) conducting agrochemical analyses of soil and quality control of all types of mineral and microbiological fertilizers supplied to agriculture, conducting radiological-toxicological analyzes of pesticide, nitrate and heavy metal salt residues in soil and agricultural products in field conditions; (c) improvement of the system of forecasting in plant quarantine and protection, establishment and implementation of coordinated and effective methods of combating plant quarantine species and other harmful organisms, conducting monitoring, preventing the entry and spread of plant quarantine objects and other harmful organisms into the national territory, which may cause economic damage, and takes measures to destroy them; (d) develops the system of plant clinics and biolaboratories and coordinates their activities; (e) organizes and registers tests on the biological efficiency of chemical and biological means of plant protection and mineral and microbiological fertilizers, develops normative documents, regulations and standards in the field of chemicalization and biological means in agriculture, and coordinates the activities of entities engaged in the trade of chemicalization and biological means; and (f) development of scientific, methodical and educational opportunities in ensuring phytosanitary safety, implementation of the results of innovative developments, planning and management methods, determination of directions of scientific research of advanced technology and work methods, coordination of the introduction of fundamental and applied research into phytosanitary practice, systematic retraining and qualification improvement of field workers.
