Résumé

The aim of this Resolution is to lay down bases and foudations in order to regulate and arrnge the creation, development and rehabilition of urban communities outside the protection areas and administrative boundaries of cities and provinces. It is composed of 17 articles. Article 1 gives terms and definitions. Article 4 decrees that the establishment and creation of urbn communities shall be carried out by a resolution of the Council of Ministers after the ratification of the High Committee. Articles 5 and 6 define requirements and conditions for the establishment of tourist projects and exclude the destination of forest State lands from those projects. Article 7 entrusts the Minister of Housing and Construction to issue a resolution for the definition of bases and foundations for the purchase of lands by housing cooperatives. Article 8 decrees the establishment of the High Committee for the implementaion of this Resolution. Article 9 decrees the establishment of the Consultative Technical Committee to express its opinion on proposed sites for tourism projects and the initial approval of them. Article 10 decrees the establishment of the Urban Development Department at the Ministry of Local Administration and Environment for the preparation of guidelines studies and initial maps to define areas and zones intented to urban communities. Article 11 defines requirements and procedures for the approval of projects. Article 12 deals with the classification of project lands. Articles 13 to 17 contain general provisions.
