Résumé

This Procedure defines a unified system and conditions for the organization and implementation of forest management. System and conditions of organization and implementation of forest management shall be intended a set of measures that determine the conditions and mechanism of implementation of forest management and organization of relations with participants in the forest management process. The main components of the forest management system are: (a) determination of the conditions and mechanism of forest management in accordance with Article 46 of the Forest Code of Ukraine; and (b) organization of relations between the state forest management organization and permanent forest users, citizens and legal entities that own forests in private ownership, - in terms of the performance of duties related to forestry management based on forest management materials in accordance with Articles 14 and 19 of the Forest Code of Ukraine; by the State Forestry Agency and its territorial bodies - in terms of the organization of forest management in accordance with Article 28-1 of the Forest Code of Ukraine; by state authorities and local self-government bodies - in terms of their implementation of state policy in the field of forest relations in accordance with Articles 30 and 31 of the Forest Code of Ukraine, in particular regarding the development of programs for the protection, protection, use and reproduction of forests. Forest management is carried out by state forest management organizations. The objects of forest management are forest plots and non-forest land, which are provided for use or ownership in accordance with the established procedure and are used for the needs of forestry. Forest management is classified into primary basic and secondary basic. Changes may be made to the materials of the primary basic and secondary basic forest management for the purpose of maintaining up-to-date inventory and cartographic databases, which contain quantitative and qualitative information about forest areas, and for the purpose of producing up-to-date forest management materials. Primary basic forest management is carried out in forests that are managed for the first time. Repeated basic forest management is carried out in previously managed forests. The relationship of the state forest management organization with the territorial bodies of the State Forestry Agency and permanent forest users (forest owners) is determined by contracts for forest management works and decisions of forest management meetings. State forest management organizations cooperate with executive authorities, local self-government bodies, participate in the development of programs for the guardianship, protection, use and reproduction of forests, involve the public and other interested parties at all stages of forest management.
