Résumé This Resolution of the Indian Ocean Tuna Commission (IOTC), adopted in accordance with the provisions of Article IX, paragraph 1 of the IOTC Agreement, seeks to prevent, deter and eliminate IUU fishing through the implementation of effective port State measures to control the harvest of highly migratory fish stocks covered by the IOTC Agreement caught in the IOTC Area. This Resolution shall be applied to foreign vessels who seek entrance in one of its ports (artisanal fishing and vessels carrying previously landed excepted if certain conditions are met). The Resolution requires member states to integrate and coordinate at the national level of port State measures with the broader system of port State controls and control of IUU fishing. Each member State shall: designate and publicise ports for landing; require the information requested in Annex I to be provided before granting entry to a vessel to its port; authorize or deny entry into port based on specified criteria; authorize or deny use of the port for landing, transhipping, packaging and processing of fish; communicate a decision of authorization or denial to the flag State of the vessel and, as appropriate and to the extent possible, relevant coastal States and IOTC. The Resolution also provides for port State inspection procedures, port State actions following inspection, role of flag states in cooperation with another member states in relation with port State measures and IUU fishing more generally, special requirements of developing member States, duties of the IOTC Secretariat, electronic communications and the training of inspectors.
