Article 2 contains a list of the factories and industrial plants which may be included in the scope of these Regulations. A licence as well as a professional licence shall be required to commence their operation. Further provisions deal with the submission of the application to the National Institute of Environmental Health. The latter is empowered to suspend, by means of police action, the operation or production of the factory or industrial plant whenever it considers there is a serious hazard of pollution from toxic or hazardous substances. Upon receiving a report from the Institute as well as a statement from the party subject to the ban, the Minister of Health shall adopt a final decision (art. 14). Article 17 regards penalties.
