Résumé

These Regulations aim to establish a regulatory framework for effective and efficient collection, transportation and treatment of hazardous waste in order to protect the public health and the environment. They apply to companies, cooperatives or individuals engaged in any type of activities that provide or intend to provide services of hazardous waste collection, transportation and treatment. The Regulations identify certain characteristics of hazardous wastes to include, toxicity, ability to cause or contribute to mortality, serious or incapacitating conditions or illness, ignitability, may cause corrosion to steel, etc. The generator of hazardous waste is charged with segregating the waste from other wastes to avoid harm to the environment and such segregation must meet certain specified standards. The Regulations also specify the standards for the packing, collecting, transportation, packaging and labeling of hazardous wastes. The Regulations also specify standards for the storage facilities and treatment of hazardous wastes. A provider of services for treating hazardous waste is tasked with ensuring the safety of employees, visitors and other users within safe working conditions. Essentially, the Regulations provide that persons, companies or cooperatives providing or intending to provide the services of collection, transportation or treatment of hazardous waste shall acquire a license; the criteria and procedure for obtaining this license is provided for. The Regulatory Authority has powers to pay planned and unplanned visits to premises where activities relating to hazardous waste are conducted for the purpose of inspection.
