Such consignments shall be accompanied by a certificate in the form “A” contained in the Schedule to these Regulations, duly completed and signed by an official of the Government of such country whose duties include the inspection of plants for export. Upon arrival in the port of entry of a certified consignment, the Chief Agricultural Officer may, upon application to him by the consignee, issue a certificate in the form “B”, and until such certificate has been issued, the consignment shall not be released at that port of entry.
