A licence is issued for the extraction of plant resources, study of plant resources, and introduction of plant resources into the environment. The procedure for issuing a licence includes the establishment of a quota of use of plant resources, indication of licence geographical areas, and preparation by the Board of Experts of a licence documentation. It seems that licences are granted by way of tender. The licensee is entitled to use natural plant resources in a given area, but must ensure the rational use of plant resources, the protection of the environment, and keep appropriate records of his activities.
