Résumé

These regulations lay down the procedures and conditions for obtaining a licence to use plant resources, including forest plant resources. A licence is issued for the extraction of plant resources, study of plant resources, and introduction of plant resources into the environment. The procedure for issuing a licence includes the establishment of a quota of use of plant resources, indication of licence geographical areas, and preparation by the Board of Experts of a licence documentation. It seems that licences are granted by way of tender. The licensee is entitled to use natural plant resources in a given area, but must ensure the rational use of plant resources, the protection of the environment, and keep appropriate records of his activities. The last article specifies reasons for termination, restriction, or suspension of a licence.
