Résumé

The Regulation sets provisions to increase the precautionary reserve for grains and rooted crops in the country. This Regulation consists of 16 articles, divided into 4 Chapters: General Provisions (I); Protection of Precautionary Reserve (II); Provision of Grains (III); Final Provisions (IV). The main objectives of this Regulation include: to analyze, evaluate, and determine the country’s need to grains and current amount of production; to stabilize the price of grains in the time of hunger; to establish and develop silo depots; to prevent illegal transfer of grains; to develop financial capability of farmers; to control and develop grains markets through purchase of surplus of production. The Ministry of Agriculture, Irrigation, and Livestock is the authority responsible to implement the provisions of this Regulation. The grains reserves shall be used in the following situations: growth in the price of grains; unexpected situations; shortage in agricultural products.
