This Regulation, for the purposes established by the Serbian Law on plant protection products, determines the elements of integrated pest management, as follows: 1) prevention of the occurrence and / or control of harmful organisms, which is achieved by: (1) crop rotation; (2) application of appropriate cultivation procedures, such as weed control before sowing or planting without additional tillage, proper choice of timing and density of sowing or planting, selection of pre-crops, pruning, conservation tillage; (3) selection of resistant and / or tolerant varieties and standard and certified seed or planting material; (4) balanced fertilization, fertilization with lime fertilizers, as well as irrigation or drainage process; (5) applying hygienic measures, such as regular cleaning and disinfection of machinery and equipment, to prevent the spread of harmful organisms; (6) protection and creation of conditions for the development of beneficial organisms through the application of appropriate plant protection measures or the use of their natural enemies and / or predators and parasites located in production areas and outside production areas; 2) surveillance of harmful organisms by methods and instruments that include inspection of crops and plantations, monitoring of harmful organisms in the field, warning of the presence of harmful organisms, forecast of occurrence and movement of harmful organisms, reporting, early diagnosis and expert advice; 3) timely application of plant protection measures, which is carried out on the basis of results obtained by surveillance of harmful organisms (essential elements of surveillance are clear and scientifically based thresholds of harmfulness), provided that before implementing measures the characteristics determined for individual areas (regions), specific areas, cultivated crops and special climatic conditions; 4) application of biological, physical, agro-technical, mechanical and other non-chemical measures, which have an advantage over chemical measures, if they achieve satisfactory results in the control of harmful organisms; 5) application of plant protection products that are specific for the target harmful organisms, according to the purpose and purpose, and which have the least possible harmful effect on human health, non-target organisms and the environment; 6) limited use of plant protection products to a minimum, reducing the amount and frequency of application, partial application or use of plant protection products with different modes of action, in order to simultaneously reduce the risk of resistance in the population of harmful organisms and maintain the effectiveness of plant protection products.
