Résumé This Regulation of the Council of Ministers is composed of two paragraphs and one Annex. The Annex describes with details the National Development Plan for the years 2004 and 2006. The Plan is a comprehensive document specifying the public economic strategy of Poland over the first years of its European Union membership. The Plan consists of an introduction and 11 Sections: Diagnosis of public and economic situation (sect. 1); Assessment of the National Development Plan for years 2004-2006 (sect. 2); Directions and effects of regional and structural policy in Poland during years 1990-2003 (sect. 3); Strategy of public and economic development of the country (sect. 4); Cohesion with Community policy and programming documents of Poland and regions (sect. 5); Outline of operational programmes and executed activities (sect. 6); Outline of Community initiative programmes (sect. 7); Outline of provincial contracts (sect. 8); Directions of intervention of cohesion fund (sect. 9); Financing (sect. 10); Execution programme (sect. 11). The main aim of the Plan is the development of the economy competitiveness based on knowledge and enterprise, in order to achieve a long term harmonious development. One of the main directions of development is the structural transformation of agriculture and fisheries, as well as the development of rural areas.
